how to check the PDF document or signed PDF document is validate with PDF/UA, WCAG standard ?
Ex like the PDF Accessibility Checker - PAC - but, from Code.

GemBox.Pdf currently doesn’t have such validation implemented.
You are welcome to open a feature request for it, and if it gets enough vote,s we will consider implementing it: GemBox.Pdf Feature Request
